On the 5th of December 2017, the European Chamber of Commerce of Singapore had the honour to welcome Mr. José Manuel Barroso, former President of the European Commission (from 2004-2014) to deliver the 7th Singapore Schuman Lecture.
The Singapore Schuman Lecture celebrates the remarkable achievements of European integration since its modest beginnings, announced in the declaration by French Foreign Minister Schuman. The Schuman Lecture focuses on an economic and political vision for Europe, with particular attention on economic integration.
Taking place in the form of a prestigious gala dinner, the Lecture welcomed distinguished guests, including Singaporean government representatives, CEOs and managing directors of major European and local companies, the diplomatic circle and the media.
It welcomed in the past distinguished speakers such as Mr. Jean-Claude Trichet, former President of the European Central Bank, H.E. Herman Van Rompuy, President of the European Council, Mr Romano Prodi, Former President of the European Commission and Former Prime Minister of Italy, Mme Christine Lagarde, French Minister for Economy, Finance and Industry Lord Mandelson, former UK Secretary of State for Business, First Secretary of State and EU Trade Commissioner and Mr Pascal Lamy, Director-General of the World Trade Organization (WTO) and former EU Trade Commissioner.
The Schuman Lecture series was supported by the Delegation of the European Union to Singapore and by the European national chambers of commerce and business associations present in Singapore.

Former President of the European Commission (from 2004-2014)
Having first been elected to the Portuguese Parliament in 1985, José Manuel Barroso served as state secretary for home affairs, state secretary for foreign affairs and cooperation, and minister for foreign affairs in successive governments. In 1999, he was elected president of the Social Democratic Party and became the leader of the opposition. In 2002, he was elected Prime Minister of Portugal and in 2004 he was nominated as President of the European Commission. JMB remained in the Presidency for two five-year terms where he played an influential role in the passing of the Treaty of Lisbon, responding to the financial crisis and incorporating new members in the European Union, as the EU went from 15 to 28 countries between 2004 and 2014.
On behalf of the EU, Jose Manuel received the Nobel Peace Prize in 2012 and gave the acceptance speech together with the President of the European Council.
JMB’s academic positions included visiting professor at Georgetown University. Most recently, he was visiting professor of International Economic Policy and a policy fellow at the Woodrow Wilson School, at Princeton University. He is also a visiting professor at the Catholic University of Portugal and at the Graduate Institute of International and Development Studies in Geneva.
JMB has been awarded numerous university honorary degrees and has received more than 60 decorations, prizes and honors, including Portugal’s Grã-Cruz da Ordem Militar de Cristo and Grande Colar da Ordem do Infante Dom Henrique.
JMB graduated in Law from the University of Lisbon and completed a master’s degree in Political Science and a diploma in European studies at the University of Geneva.
JMB is currently chairman and non-executive director of Goldman Sachs International and an advisor to the firm.
