Singapore has long been recognised as a world-class leader in building human capital for its home workforce and as well as being a leading hub for global talent. With the Covid pandemic, Singapore’s focus on human capital has enlarged to larger issues of human development and social sustainability.

Topics such as health and well-being, employability and productivity, use of technology and new ways of working, reduction of inequalities, multigenerational inclusion, harmonious expat-local relations, entrepreneurship and regional mobility are now considered strategic for Singapore’s sustainable workforce.

Eurocham Singapore has long been a proactive partner with the Singapore government in building a sustainable workforce, not only as a business stakeholder and investor but also as a partner in thought leadership for the human development of Singaporeans in a regional context.

Collaboration between government and business crosses institutional divides for continuous learning, employability, enterprise creation, the gig workforce, work-life balance and fair consideration of the rights and aspirations of employees. Going forward, how will Singapore’s workforce continue to thrive and how will Singaporean society develop?

Ms Low Peck Kem
CHRO & Advisor (Workforce Development)
Singapore Public Service Division

Peck Kem holds a dual portfolio of being the Chief HR Officer of Singapore’s largest employer, the Singapore Public Service, and Advisor to the Workforce Development of PSD.  She is also the elected President of the national HR body Singapore Human Resources Institute, SHRI. She began her career as an engineer, then switched to HR taking senior regional positions in multinational companies before transitioning to public service. She was recently the first in Asia to be named CIPD Chartered Companion and is listed as a top HR influencer in Asia. 



Dr Thai Lai Pham
President & CEO
Siemens ASEAN

Dr Lai was born in Vietnam but moved to Germany with his family as a young boy. He has a doctorate in electrical engineering from the Technical University of Munich (TUM) and started with Siemens in 1997 as a Research Associate at their lab in Princeton NJ, USA. After a brief period as a consultant at KPMG, he returned to Siemens and led businesses units in the US and Germany. He became Vietnam country manager in 2012 and was named President and CEO of ASEAN in 2019.




Mr Alvin Goh
Executive Director
Singapore Human Resources Institute (SHRI)

Alvin Goh’s career spans higher education, consulting and HR in several Asian countries. He was Programme Executive for INSEAD in Singapore and moved to Shanghai to help build the China Europe International Business School (CEIBS) into a top-ranked institution. He was a senior consultant at Korn Ferry and switch to an executive role at Maybank where he was Head of Human Capital for International. He is now Executive Director at the Singapore Human Resources Institute (SHRI) and a frequent speaker on HR topics.




Mr Nesan Govender
ASEAN Talent & Organisation Lead

Nesan Govender is Accenture’s Talent & Organization lead in Southeast Asia. He brings with him over 25 years of consulting experience across Financial Services and Talent & Organization/Human Potential. Nesan is passionate about helping clients adapt to new ways of working driven by digital disruptions, as well as supporting them in developing the right skills and talent strategies to successfully answer future challenges.





Dr Bob Aubrey
Founder and Strategic Advisor
ASEAN Human Development Organisation

Dr Bob Aubrey has led an esteemed and varied career as an entrepreneur, writer, teacher, business consultant and founder of international institutions. He is Chairman of the HR Committee of the European Chamber of Commerce in Singapore and Founder of the ASEAN Human Development Organisation (AHDO).  As a writer, he has published 11 books translated into 9 languages on the theme of work, learning and human development. In 2020 he received the EFMD Gold Award for his work co-creating ASEAN’s largest leadership acceleration programme for Pertamina.
