Synopsis

With the health crisis and a major shift to the “Work From Home” model, many employees asked their employer to work from another country, i.e. a country which is not the country where they usually work in, and where their employer may have no presence.
 
This situation can trigger immigration and personal income tax issues for the employee, but also social security and corporate tax obligations for the employer, particularly when the time spent abroad by the employee drags on, or becomes even permanent.
 
Businesses have responded differently to this new challenge, and many found out that it is extremely difficult to find a “one-size-fits-all” policy that will conciliate the flexibility wanted by employees willing to work from elsewhere (often to be closer to their family), with the basic legal and tax requirements that employers have to comply within these foreign countries.
 
This topic requires the legal, HR, and tax departments to work together, and this is why the Tax and Human Development Committees of the EuroCham decided to organise a joint event. Their members, in-house practitioners, will give their practical insights on how their own companies dealt with this issue, and KPMG will highlight the technical aspects that companies should pay attention to (HR / corporate tax / social security).

Ms Barbara Kinle
Senior Manager, Personal Tax & Global Mobility Services

Barbara has more than 15 years of experience in the area of Individual Income Taxation for international employees. Prior to joining KPMG Singapore, she worked with KPMG Germany as well as in Kuwait.    At KPMG Singapore, Barbara serves as the engagement manager for a large number of German and EMA-based companies. She provides tax compliance and advisory services to clients across different business sectors such as Banking & Finance, Energy, Technology, Chemicals and Healthcare. She also assists clients with tracking and mitigating their compliance risks for their business traveller population and has experience in supporting companies in conducting payroll reviews to identify reporting issues and in dealing with the Inland Revenue Authority of Singapore on tax remediation projects.

As a previous member of KPMG’s Centre of Excellence for GMS Barbara incorporated different workstreams around strategy, operations, markets, people, communications and finance, supporting the global practice to become the clear choice for Global Mobility Services for multinational corporations.

She regularly presents at KPMG public seminars, webinars as well as internal trainings.

 

Mr Peter Sin
Director of Corporate Tax Consulting
KPMG

Peter is a Director of the corporate tax consulting practice of KPMG in Singapore.  With more than 20 years of extensive work experience attained in both public practice and in-house regional tax management roles in Hong Kong, Shenzhen and Singapore, his career with KPMG is focusing on providing strategic tax advice to clients in the financial services sector, including (re)insurance, fund managers, banking, private equity and FinTech areas.  

He works closely with KPMG member firms in managing both regional and local tax engagements by providing quality and practical tax advisory for inbound and outbound investments planning, establishing of new operations, tax compliance management, legal entity restructuring, M&A transactions, divestitures, spin-offs, takeovers and tax advocacy management. 

He is well versed in assisting MNC clients in securing favourable tax incentives, advance rulings on specific tax issues, Double Tax Treaty benefits, and dispute resolutions with the tax authority on various issues such as insurance portfolio transfers and cross-border intra-group transactions.
Prior to joining KPMG in Singapore, Peter had served in regional tax executive roles with various MNCs across a broad spectrum of industries, including reinsurance, credit rating agency, manufacturing and hotel property & hospitality. 

He was a member of the tax authoring team of the University of Melbourne for compiling the Taxation Module study manual of the Qualification Programme of the Hong Kong Institute of Certified Public Accountants.

Noe is the Asia Pacific Regional Chief Tax Officer of Allianz. Noe has over 14 years of experience working in Belgium, France, and Asia mainly on international tax law, restructuring, transfer pricing, and managing audits & dispute resolutions.

Noe previously worked in several headquarters of Belgian and French multinationals and in tax departments of top-tier law firms and has contributed to various articles in international and Belgian professional publications.

 

 

Ms Winnie Chik
Head of Talent Acquisition
Siemens

Winnie Chik is currently the Head of Talent Acquisition at Siemens with responsibility for Employer Branding and Diversity across the ASEAN region based in Singapore.

Winnie graduated from the National University of Singapore in Psychology and started her career as a practising Psychologist before moving into Corporate HR.

Prior to joining Siemens, she brings with her extensive experience as an HR practitioner in areas including executive recruitment, talent assessments, recruitment marketing, talent management, graduate program development, and scholarships management, with various organizations including government institutions, SME, local GLCs as well as global MNCs.

Mr Jordi Bonabosch
Head of Tax
INSEAD

Jordi is the Head of Tax at INSEAD, and he is based in Singapore. He specialises in international tax and transfers pricing, and he has been working both in-house and in public accounting for nearly 20 years, in countries such as Gabon, Equatorial Guinea, the United Kingdom, Spain, France, China and Singapore. 

Jordi is the Chairman of the Tax Committee of the EuroCham in Singapore, and a lecturer in international tax at the Master in International Business Law, at Montpellier University. He is a regular speaker at various tax seminars in Europe, Asia and in the US and contributed various articles in professional publications such as “International Tax Review”, “Journal des Sociétés” or “Tax in Africa”. 

He is fluent in French, English and Spanish.
