Synopsis
The need for ASEAN digital workforce is growing across the region with diverse challenges from one country to the next. The Covid pandemic has accelerated the digital transformation of ASEAN economies, providing opportunities for multinational but also for startup tech companies making ASEAN one of the top tech ecosystems globally. Authorities are investing in programmes for upskilling of citizens and have made their countries more attractive to skilled foreign knowledge workers. But are these efforts enough to fill the gaps? What could be the role of Europe in this?
In this session we will highlight:
- The challenges and opportunities for European companies operating in ASEAN. What will it take to bridge the digital skills gap in ASEAN? And do the European companies have the expertise to overcome this gap?
- Europe has been one of the major investors in ASEAN tech economies and European companies are valued for their workforce development capability.
- Europe has provided a model for corporate-education partnerships through internship and applied research. Europe also has been a positive force in ASEAN on issues of data privacy, fair work practices and investments in human development.
In this 2-hour session, you will meet human development professionals (many in senior HR positions) and European Chambers of Commerce from 4 ASEAN countries: Malaysia, Vietnam, Philippines and Singapore.
After a brief virtual tour of the workforce potential and challenges, participants will dialogue on regional workforce strategy for digital business.

Dr Bob Aubrey is Chairman of the Human Development Committee of the European Chamber of Commerce in Singapore. He is also the Founder and Chair of the Advisory Board of the ASEAN Human Development Organisation (AHDO).
He has led a varied career as a business consultant, entrepreneur, writer and teacher. He has lived in the USA, Europe, China and Singapore and his work has taken him to more than 25 countries across 6 continents.
He is an award-winning consultant working with Asian and European multinationals on leadership acceleration, organisations, learning and the human development function.
As a business school professor, he has taught Europe, China, Australia and Singapore.
As a writer, he has published 14 books translated into 9 languages on the theme of leadership, learning, human development and the future of work. He is currently writing The Ethics of ASEAN in partnership with the ASEAN University Network and has recently published Human Development Careers: Leading the Future of Work (2020), Leading Human Development in ASEAN (2019), Measure of Man (2015). He has written numerous studies and white papers for international organisations. Bob Aubrey has a PhD in philosophy from the University of Paris and an MBA from Neoma business school.

Bruno Sivanandan Roques de Borda

From a computer engineering background, Bruno worked in OCR technologies (ITESOFT) before moving to international project management for TECHNIP implementing ITESOFT solutions in France, Scotland, Malaysia, Australia and the US (2015 – 2016). From this point, Bruno rose to consulting at the director level for THALES (2016 – 2017), issuing a roadmap for ITIL and ISO27001 compliance, with a focus on the CMDB and quality. After this experience, Bruno joined the firm WEAVE (2018- 2020) – Now ONEPOINT – for two more missions as an enterprise architect. CHANEL, working on the IS data architecture, and La POSTE on a migration toward a microservices architecture while fostering an ecosystem of start-ups for the firm. From now on, Bruno has got a strong technical background as an engineer, a practical knowledge of doing business that he learnt from starting a company from the ground up in Vietnam, and useful insights on regulatory matters through his involvement in the Eurocham Vietnam.

Dr Virgel C. Binghay is a Professor and Director of the Centre for Industry Productivity and Competitiveness at the University of the Philippines’ School of Labour and Industrial Relations (UP-SOLAIR) in Diliman. He teaches graduate students courses in industrial relations and human resource management. He researches the same disciplines while also undertaking extension work with several organisations. He has published several books and dozens of journal papers, presenting them in different regions of the world. For more than 30 years, he has provided training and organisational interventions to more than 400 institutions across sectors. Besides that, he is a government-accredited arbitrator of labour-management disputes. He is also a Co-Investigator for Fairwork Philippines. Before joining academia, he worked as an HR executive for several firms in the Philippines, and early in his career, a writer and researcher for a government agency.

She’s currently Head of People in FLOW Pte Ltd, a credit management company transforming the business of unsecured consumer finance through AI technologies and ethical practices in Asia. Shree has been deeply involved in local community projects and non-profits. About the ASEAN Human Development Organisation (AHDO)
The ASEAN Human Development Organisation (AHDO) was created in 2018 and is the first regional organisation for human development professionals. Our mission is to improve human development at work and to build the ASEAN community of human development professionals.
For AHDO human development professionals work inside organisations but are professionals in education, training, consulting, government organisations, non-government organisations, researchers and students of human development. Successful human development professionals often cross institutional boundaries to become leaders.
AHDO defines human development beyond the scope of traditional human resources and human capital as having a dual purpose: people work towards the success of their organisation, but also the organisation works toward the development of people. AHDO defines human development in alignment with the United Nations sustainable development goals, human development metrics and the International Labour Organisation’s mission of decent work.
Since its founding, AHDO has established national chapters in ASEAN countries, published books and white papers, created the first certification programmes for human development professionals worldwide and is partnered with the University of Malaya to create ASEAN”s first Master’s degree in human development (first cohort 2023). AHDO also supports humanitarian projects for disadvantaged populations, youth employability, leadership and sustainability.
