Synopsis
Southeast Asia’s decarbonisation ambitions are growing, but financing the transition remains a major challenge, particularly for hard-to-abate sectors and emerging blue economy initiatives. Traditional green finance models continue to favour already low-carbon assets, leaving many industries without the long-term, flexible capital needed to transform.
Hosted in collaboration with BNP Paribas, this dialogue marks the launch of a new report examining how transition finance can help unlock decarbonisation across ASEAN markets. Through practical case studies, ranging from low-carbon steel to marine biodiversity financing, the discussion will explore what is working, where the financing gaps remain, and what changes are needed to make transition pathways commercially viable and investable.

Claire is a seasoned entrepreneur and co-founder of WABIO Investment Holding – a biogas portfolio platform – where she leads Capital Financing, Investor Relations, and Governance. With over two decades of executive experience at two Forbes 500 banking and insurance organizations, she has a proven track record of driving large-scale business transformation, including early-career work on the landmark Eurotunnel infrastructure project.
Combining independent board advisory work with hands-on collaboration with field experts, Claire has focused on energy transition, decarbonisation, and soil regeneration since 2014. She currently serves as co-chair of the Green Energy Committee of the EuroCham of Singapore.
Claire holds an M.A. in Marketing and Economics from Sorbonne Business University in Paris, completed Corporate Finance training at London Business School, and earned her sustainability credentials from the University of Cambridge (CISL) in Sustainability Management and Sustainable Finance. She is an INSEAD-certified International Director.

Ms. Isabelle Chauche has more than 15 years of experience advising and financing infrastructure in Europe and Asia and Pacific. Ms. Isabelle Chauche currently works as a Senior PPP Specialist at the Office of Markets Development and Public-Private Partnership, advising governments of Southeast Asia and Pacific in unlocking private sector participation. Prior to that role, Ms. Isabelle Chauche worked at international banks’ project finance team for oil & gas, energy and infrastructure.
