Synopsis

As of 1st September 2023, all new applications for Employment Passes (EPs) will be assessed via a points-based system COMPASS (Complementarity Assessment Framework), to ensure a more comprehensive evaluation of foreign talent.

COMPASS considers both individual and firm-related attributes to holistically evaluate an EP candidate’s complementarity to Singapore’s workforce based on 4 foundational criteria and 2 extra bonus criteria.

In this session we will address key questions, including:

  • Tips on how to navigate Employment Pass applications when COMPASS comes into effect
  • Changes to the processes and things to look out for when applying
  • Exemptions
  • Assessment tools to help you plan ahead

POST-EVENT:

On 24th August, EuroCham organised a sharing session with the Ministry of Manpower (MOM) on “Navigating EP Applications with the New, Points-Based COMPASS Framework”.

We would like to express our gratitude to the MOM personnel for their continuous support and willingness to engage in a dialogue with our members. Special thanks to Mr Ming Wee Lian, Ms Ow Kai Zhen, Mr Ivan Kwek and Mr Koh Ting Yew.

The MOM presentation was followed by a lively Q&A session, moderated by our very own Chair of the Human Development Committee, Dr Dr Bob Aubrey. We gained insights into the new Complementarity Assessment Framework COMPASS and the changes to the EP application process starting with 1 September 2023 for all new applications and with 1 September 2024 for all renewals. We were also introduced to the Workforce Insights and Self-Assessment tools that will help the companies and individuals navigate their applications.

COMPASS will give businesses a greater certainty and clarity for manpower planning and will also better recognise occupations requiring highly specialised skills that are currently in shortage in the local workforce with their Shortage Occupation List (SOL).
