
Synopsis
In the face of dangerous, irreversible climate change, the latest IPCC report finds that international commitments are falling short, and financial flows to support decarbonization are up to six times lower than levels needed by 2030. Carbon pricing is key to addressing the transition away from carbon intensive activities. For Asia in particular, there is untapped potential in the Voluntary Carbon Markets – for financial institutions to spur industry innovation, as well as for corporates to spur obtain credits to meet their climate targets. In this 2-part session, we explore challenges and opportunities offered by the carbon markets in Asia and discuss how we can create an ecosystem to increase their efficiency and scale of impact.

Joseph Raphael is a Director with Accenture Strategy & Consulting practice and he is the Sustainability Lead for Financial Services, South East Asia. With around 15 years of experience managing high-profile, multi-million dollar business transformation programs in the areas of automation, operational excellence, risk & regulatory reporting, and ESG capabilities, he is an industry transformation leader. He interacts with the top international financial institutions and has extensive experience in the Financial Services industry blended with Sustainability expertise.
At the onset of this decade, otherwise known as a ’Decade to Deliver’ on Climate agenda and Sustainability, he has committed to a very crucial role both personally and professionally in driving change initiatives and business transformations that involve embedding core principles of Sustainability into business value propositions. In addition to his professional achievements, he has held several positions as an industry speaker, coach, mentor, and advisor.

Vikas is an Associate Director and part of the MCBG leadership team at Accenture; an accomplished senior executive with over 22 years of experience in Banking (Capital Markets, Retail, Wealth, Corporate), Consumer Retail, E-commerce & Immersive Technologies (Metaverse) across APAC, EMEA and USA.
Vikas drives business transformation and Innovation bringing direct experience in emerging technologies and business models.
As the APAC Lead, he is currently focused on the advocacy and build of the DLT & Metaverse (Web3) practice in the region, validating and implementing business applications across XR DeFi, GreFi, Digital Assets & Smart Currencies.
Vikas is an active participant of various DLT, Digital Innovation, Fintech and Start-up forums and enjoys interacting with industry leaders and participants at both strategic and operational levels.

Hum Wei Mei
Head of Asia Pacific & Global Head of Environmental Products
AirCarbon Exchange (ACX)
She is responsible for advancing ACX’s business interests in the Asia Pacific Region, product structuring and development. She represents ACX on several industry led Task Forces and Committees.
Prior to her appointment at ACX, Wei Mei spent over 6 years working on Climate Change related matters within the Prime Minister’s Office, Singapore. Other positions she has held include Deputy Director for Regulatory Affairs at one of Southeast Asia’s largest utilities, Principal Analyst in Singapore’s electricity and natural gas market regulator and Investment Banker in the Corporate Finance division of a European Bank.
Alvin Y. Lee
Regional Head, APAC
Puro.earth
Alvin is Regional Head for APAC at Puro.earth, the world’s leading crediting platform for engineered carbon removal. He is responsible for leading the growth of the company’s regional activities by spearheading adoption by sellers and buyers in APAC of carbon net-negative products and processes which have been verified based on the company’s Puro Standard.
Prior to joining Puro.earth, Alvin served as Head of Southeast Asia Coverage at MSCI, where he led the regional coverage team, and at IHS Markit, now part of S&P Global, where he worked with governments and exchanges on their ESG disclosure regimes and carbon credit registries. Alvin started his career in JPMorgan’s Risk Management Advisory team.
He received his Bachelors and Masters degrees in Engineering from Stanford University. He is now based in Singapore with Puro.earth, a partner company of Nasdaq, and is a member of the Singapore Institute of International Affairs.

Andrew Chew
Director – Sustainable Finance, Asia Pacific
ING Bank
Andrew is a director in ING Bank N.V. based out of Singapore, responsible for originating and structuring sustainable finance transactions across financial products such as loans, bonds and financial derivatives.
In his current role, he engages both corporate and financial institutions clients across APAC on why and how to incorporate sustainability into the conventional financial instruments ING extends.
Before joining ING in 2016, he worked in Standard Chartered Bank, looking after the bank’s relationships with asset managers and hedge funds. Prior to that he spent 8 years in various roles, first as an equity derivatives trader and later, as a fixed income salesperson. His financial markets roles spanned both Hong Kong and Singapore, for firms including JP
Morgan and Nomura.
Andrew has close to 17 years of banking and financial markets experience and graduated with a Bachelor of Science from Cornell University in the USA. His views are regularly sought after in panel discussions and interviews.
John Chen
Head of Corporate Sales Singapore; and

Standard Chartered
Leads the Financial Markets Corporate Sales Team in Singapore and the Commodity Sales Team for ASEAN. John joined the bank in 2004 as an International Graduate and has worked in Singapore, London, Dubai and Qatar.
He has held various roles within Financial Markets including Trading, Structuring, Alternative Assets, and Sales. Currently a member of Singapore Financial Markets Management Team, John leads numerous strategic initiatives for Standard Chartered Bank Singapore including the digitization of physical commodity flow on SGTraDex and business development for Climate Impact X (CIX) which endeavours to be a project marketplace and exchange for high quality voluntary carbon credits.
Kevin Milla

Kevin is currently a sustainability consultant with a track record in driving impactful climate solutions and providing specialist advice on climate and carbon management strategies to organisations. With several years of experience in environmental research and consulting roles, Kevin possesses an extensive understanding of carbon management through a wide range of environmental sustainability projects. He has worked with NGOs, educational institutions, research centres, and SME firms. Kevin has notably advised organisations in industries such as maritime, food and staples retailing, telecommunications, and manufacturing, as well as government-linked companies, offering valuable insights and assisting them in formulating effective decarbonisation strategies. At Paia Consulting, Kevin also leads the carbon training courses which include GHG accounting, reporting, target setting, climate strategies, and carbon markets.

Felicia Shaw, DPhil, has worked in sustainability for 18 years as a strategist, policymaker and scientist, helping organizations to quantify performance, transform operations and build future-proofing capabilities.
An early adopter of AI tapping on unconventional data, Felicia has advised on deploying these to create opportunities and transparency in the sustainable finance ecosystem. Her recent contributions on capability-building include thought leadership for the Milken Institute’s Financial Innovations Lab, taxonomy discussions under Singapore’s Green Finance Industry Task Force (GFIT), and IOT Tribe’s Space Endeavour: Galactic Futures.
